Eye of the Beholder

 

After being called a monster one too many times, Blanka is changed from a mutant back to his human self, but when this method attracts the attention of Vega, you just know it's all going to end in tears.


 

The Japanese president is in a meeting discussing business as Guile and Blanka keep in radio contact with each other, having been sent there to make sure nothing goes wrong. As they give the all clear to each other, bombs detonate on the legs of the structure holding up the building the meeting is taking place in and it crashes into the sea.
 

Evil divers arrive and promptly capture the Japanese president, putting an oxygen tank and mask onto him before taking him to their sub. Blanka comes along and saves him, and then before helping the president to the surface Blanka rips off one of the sub's propellers to stop it from getting away.

 

The Japanese president begins to thank Blanka but after finally seeing Blanka for the first time he runs away shouting "monster!" in Japanese. Blanka is distraught that despite the fact that he saved his life, he just got called a monster. Blanka then says he can't blame him for saying that, but it doesn't make it easier for him to take.
 

Meanwhile at Vega's palace, home of weird statues, Vega himself is about to kill one of his own female servants for simply being close to the same level of beauty he is, when a jet blasts in and lands. It's pilot plays a hologram of Bison which Vega instantly despises, saying he would never work with Bison again. However, Bison says that he needs an operation in Hawaii destroyed so his own economy could boost, promising Vega eternal youth if he takes the task. Since beauty means everything to Vega, he accepts.

 

At one of the Street Fighter HQs, Guile demands Escher to tell him if there is any way to cure Blanka. Escher tells him that there is a new found serum available which may work but would by changing Blanka back could have him lose his new found mutant powers and make him nowhere near as powerful as he is now. Guile says that doesn't matter and so later on he jets Blanka to Hawaii to have the operation performed on him. Meanwhile Guile, Dee Jay and Cammy fly out to a terrorist situation, and Cammy can't help but to want to hint in having hot sex with Guile.

Fun fact! Galvatron fumbled and the line went "Guile demands Escher to tell him if there is any way to cure Guile" so lol

Blanka lands successfully and finds Dr. Kapuna, who tells him than Blanka has come at just the right time since the operation may not have worked if he had delayed it any further due to Blanka's antibodies being so strong they would have destroyed the serum injected into his body. As this is going on Guile, Cammy and Dee Jay are at the terrorist situation but are pinned down outside the building by a laser-totting guard.

 

Back in Hawaii, the treatment begins. It's a two part thing though, with the first part going ahead now and then the final part taking place after Blanka has a short rest. As the serum is used, Blanka begins to change back and after a short while is back to his human self! The doc and his assistant, Mai-Lei, are pleased with the excellent progress and results of the serum so far and tell Blanka that he just needs to rest before they can finish off the treatment, although Blanka is concerned that he has lost the extra powers he had when he was a mutant. But, he then questions whether or not he wants to be a Street Fighter anymore. The doc tells him to rest before they start the final phase.
 

Unfortunately, as this is happening Vega leads his attack with a three strong helicopter squadron, who land and deploy troops everywhere. Vega says he is searching for the fountain of eternal youth and that anyone who gets in his way dies. One thug knocks down the door to where Blanka is resting and starts firing lasers everywhere but Blanka takes him out.
 

Blanka takes some clothes just as another guard comes in and Blanka tries his rolling attack, only for it to fail miserably. Instead, Blanka kicks the guy just as Mai-Lei runs in, telling Blanka that they need to get out of there. They run outside and up on a hill start a fire to try and draw attention and help as the only other way is by an old and useless radio. Mai-Lei has the serum but Blanka says he has to go back for the doc.
 

Forgetting that he has lost all of his former mutant powers, Blanka rushes inside a hut where Vega and a lot of his cronies are, once again tries his rolling attack, only for it to fail miserably again. This time he isn't as lucky as he gets kicked around a bit and is quickly defeated. Vega's troops find and bring him the doc.

 

Guile gets a call saying that Blanka is in danger, but the Street Fighters still have the terrorist problem to deal with. It's made worse when they find out that hostages are going to be thrown off the roof in the next fifteen minutes if the terrorists don't get their demands, so Guile and co. move in. Guile uses this extremely weird hang glider he got from nowhere to kick down one terrorist whilst Dee Jay turns some music on really loudly before using a Max Out projectile to nail three terrorists in one hit. Cammy takes out the other two bad guys to finish things off. Guile tells the two to free the hostages then join him in Hawaii.
 

Vega is about to kill the doctor after he refuses to help him gain eternal youth, but Blanka tells him to stop. Blanka then says that he'll find the serum for Vega which will give him what he wants as long as the doctor does not die. Vega agrees to this, although not before getting in another great line, and Blanka is escorted out be a single guard. Back on the outside Guile parachutes in near where Mai-Lei is, and lands in a tree. Blanka and the guard show up but Mai-Lei takes the guard out. She has the serum, and tells Blanka that if he does not use it within the next few minutes he will become a mutant again. Blanka refuses to take it, telling her to go to Vega, otherwise the doc's life is in danger.
 

As Mai-Lei goes inside Guile takes the guards still standing around outside out with a single sonic boom as Blanka rushes in. However, the serum's effect wears off and Blanka is back to his mutated self again. As he runs into the room, Mai-Lei has been caught and Vega now has the serum.
 

Blanka uses his rolling attack, and for once this episode, it actually works and sends him and Vega through a wall and outside. Vega tries his flying Barcelona attack to try and stab Blanka in the head but Blanka grabs him by his mask and crushes it before throwing Vega back. Vega runs off, ordering his soldiers to destroy Blanka, but Guile pops up and throws a single sonic boom which takes them all out. However Vega has gotten into a helicopter with Mai-Lei which is flying away. Not willing to give up Blanka uses his rolling attack to get into the helicopter and fight Vega.
 

Vega's claw ends up smashing the copter's control panels by accident. Vega leaps back and tells Blanka to make a choice between the girl or the serum but the copter's rotor blades develop a fault and stop. Mai-Lei falls out of the helicopter and Blanka dives out to, grabs her, and then grabs a branch to slow down his fall. They both manage to land safely.
 

The helicopter has crashed but both the pilot and Vega have survived. However, the bottle contained the serum has been smashed and it's content is now useless. Later on Dr. Kapuna explains to Guile that it took over a year to collect enough serum, and even if they start again now, Blanka's metabolism will be unable to assimilate it so it won't work at all. Mai-Lei tells Blanka that whilst Vega had beauty on the outside, inside his soul was twisted, whilst Blanka was unselfish and that his face was full of life, and that was the greatest beauty to her. They then share a kiss as a huge wave splashes behind them. Aw.

This look only seems to happen in this episode though.

Vega attacks with three helicopters but the attack starts by three planes bombing the place.

I suppose this could happen but none of the planes are ever seen again after this first bombing run.

When Blanka grabs Vega's claw hand and stabs the helicopter's control panel, you can clearly see that Blanka has a human arm instead of a green one.

When Blanka turns back into a mutant, a dog tag (which just happened to magically appear when he changed into a human) drops off:

More confirmation that this cartoon was based on the live action movie's plot, for Blanka's back story at least.

And speaking of Charlie ...

The clothes Blanka wears in this episode when he's a human are very comparable to what the Street Fighter Alpha character Charlie wears in the games, although they have different colours.
