New Kind of Evil

 

After a wave of crime sprees in New York's financial district Chun-Li and her news crew do a report where Chun-Li sees three monster types who promptly capture the rest of her crew. She calls Guile to help her get them back and get to the bottom of what's going on.


 

Chun-Li is reported outside a bank about how there have been many attacks on banks by unknown criminals, and requests that if anyone knows anything about them they should report it. As she finishes her broadcast an explosion rocks the bank and three shadowy monster types run out. Chun-Li gets her news crew to follow and try and film them but they move too fast.
 

The monsters managed to grab Chun-Li's news crew and run off with them, Chun-Li gives chase. The monsters talk about her and attempt to escape down a sewer, but before the winged monster can Chun-Li prevents him. She tracks the monster down to a dock, but the monster snaps some wire holding a bunch of crates which fall on Chun-Li and allow the monster to fly away. Chun-Li survives though and gives Guile a call.
 

Guile is watching Blanka in a fight when he gets the call. After Blanka's opponent unfairly tries to throw him from behind Blanka shocks him and makes a great joke about it before he and Guile head out to the sewers to meet up with Chun-Li. Down there they find mutagen has infected the water and Blanka reveals in a flashback that this was what changed him to what he looks like today and that they shouldn't touch it. Suddenly a large wave covers them all and sweeps them back.
 

As they get up again the monsters start to attack. Chun-Li is dragged down but manages to kick back the monster who grabbed her and she also spots a door. Blanka goes down and kicks the door, breaking it through. The Street Fighters are all swept through as the water is drained and they eventually land in another part of the sewer. The monsters appear again though, but are overpowered by the Street Fighters.
 

The winged monster uses a sonic screech to stun the Street Fighters as the monsters then make their escape. They all report back to their master who questions why they did not defeat and capture their opponents, but they tell him that they were to strong and one of them was a monster like them. The red monster then says that they were suppose to be unbeatable, and a flash back occurs.
 

The back story reveals that after Dhalsim betrayed Bison and Guile destroyed his operation (see the events of the live action Street Fighter movie) Dhalsim's assistant, Quinn, asked Bison if he could become chief scientist for Shadowloo. Bison shoots down his idea though and leaves. Quinn is upset as he can't continue with his life's work in the form of developing Mutagen. The other three men in the room say they know how he feels, they all wanted to be Warlords but after they lost one fight Bison deemed them to be weaklings and forced them into doing basic cleaning tasks at the base. Quinn says that he can make them strong if they join with him, but in return for this they must steal as much money as possible so Quinn can get himself his own private island. They agree and get turned into what they are today.
 

The monsters are not pleased that they lost and demand that Quinn makes them stronger by using more mutagen. He doesn't agree but they force him to do it. Back in the sewers, the Street Fighters recover from the sonic scream but they don't know which tunnel the monsters went down. However, Blanka spots a trail of mutagen so they follow that to Quinn's underground lab.
 

The monsters get out of their chambers, now more powerful than ever, and are much more than a match for the Street Fighters. The green lizard type monster smashes a chain which is holding mutagen capsules so it will land on Guile and Chun-Li, but Blanka manages to get under it and hold it up. However, the monster then hits Blanka with his tail and the mutagen capsules break and completely cover Blanka.
 

Blanka suddenly grows slightly in size and his appearance slightly changes. The monsters tell him to join their side but after Guile and Chun-Li shout out the Street Fighter code Blanka jump kicks the monsters, who fall out of a window and into the sewers. They monsters try to fight Blanka but aren't strong enough, and Blanka then uses his electricity on the water to shock them. Blanka runs back towards the lab as the monsters retreat. Guile and Chun-Li go after Blanka.
 

Blanka is busy trashing the lab when he spots Quinn. Grabbing him, he asks Quinn if he would like a taste of his own medicine and to be transformed into a mutant as well, but Guile and Chun-Li appear and demand that Blanka puts him down so they can place him under arrest.
 

Blanka complies and releases Quinn. Chun-Li releases her news crew who were locked in a cage and then makes Quinn get in it, telling him he should get use to being behind bars. Chun-Li hopes Blanka will be able to control himself and Guile says he hopes so too as Blanka storms off.


A massive plot hole in this episode starts as soon as Blanka yells out "NO! DON'T TOUCH IT!" When Guile nearly puts his hand in the mutagen when the Street Fighters first find it. Trouble is that Guile and Chun-Li are already standing in it, and later on they have to swim through it, and they suffer from no after effects at all.

The opponent Blanka is shown fighting has a resemblance to Mike Haggar, a character from the Final Fight and Saturday Night Slam Masters games.


In the first flashback of the episode, it shows Blanka being turned from human to mutant as Bison watches with Quinn and Dhalsim standing by him. His costume is slightly different here though.

For some reason Bison has no clothing on his arms. This is most likely a colouring error but I'd just thought I'd mention it.

Only one of the monsters gets named. The green lizard monster calls the winged monster "Screech" at one point, but the names of the other two monsters are never heard.

Speaking of the monsters, all three of them get away after the new look Blanka beats them, but what are they suppose to do with themselves now? It's a question which is never answered, this is the only episode they appear in.

And finally, for the most minor point in the entire history of minor points, the episode title is called "New Kind of Evil" but on the ADV DVD release, it's listed in the episode select menu as "A New Kind of Evil". Great.
